In short A capped access point (commonly called an IO) built into a drain so it can be inspected, tested and cleared without digging.

Inspection openings are vertical risers with removable caps installed at strategic points along a drain — typically at junctions, changes of direction and near the boundary. They let a drainer insert a camera, jetter hose or eel directly into the pipe.

Properties without accessible IOs are harder and slower to inspect; caps are often buried under lawns, decks or concrete over the years.
